Vim
uses runtimepath to determine which scripts to run at startup or buffer load time. It inspects all directories and check scripts in sub-directories to check which scripts to run
$VIMRUNTIME
is the path for all files distributed with Vim
.vimrc
is the catchall config file that is used for general edition settings. These settings maybe overridden by other plugings/scripts
